Roadway Permits

You will need a permit if you intend to block a Township right-of-way for construction, special events, utility work or other activities. The right-of-way includes the curb, boulevard, sidewalk, ditch, driveway apron, and a portion of boulevard beyond the sidewalk.

Entrance Permits

You must apply for an Entrance Permit before adding a new driveway or making changes to an existing entrance onto a Township road. This ensures safe access to and from the property, and helps to maintain existing drainage patterns.

Following approval of the application, a Right of Way Permit will need to be submitted (including contractor information, WSIB clearance and insurance). 

  1. Download and complete the Entrance Permit Application Form. Save the completed form to your device. 
  2. Submit the form through the Engineering Services Payment portal. Select "Entrance app/alt - residential/farm" from the drop down menu.

The Township may deny an Entrance Permit or impose additional conditions if the proposed entrance does not meet the required sight lines, impedes drainage or affects existing infrastructure.

The applicant must cover any costs for work required to make the proposed entrance location safe.

A standard single driveway ramp is 4.27 metres wide with a 7 metre wide culvert.

A standard double driveway ramp is 7.3 metres wide with a 10 meter culvert.

If a farm/field entrance is required, the property owner must set up a site meeting with the Roads Manager to discuss the size and location of the entrance.

Pipe material must be an approved pipe product. Review the Design Guidelines and Supplemental Specifications for Municipal Services (DGSSMS) for approved pipe products.

No work shall begin until the applicant has received approval.

New entrances sometimes require a culvert be installed to maintain ditch drainage.

A culvert is a pipe or structure installed beneath a driveway to allow water to flow freely from one side to the other, preventing water accumulation and roadway erosion.

Any new culvert installations will be completed and paid for by the applicant. It is the responsibility of the applicant to purchase the pipe and have it installed to the Township's requirements. If a culvert fails due to natural causes, the Township agrees to restore the entrance to its original condition.

Failed Driveway Culverts

If you have a suspicion that your driveway culvert has failed and is in need of replacement, please contact Public Works. The Roads Manager will conduct a site visit to determine appropriate next steps.

Right of Way Permits

You must apply for a Right of Way Permit before starting any work or activity that blocks or restricts access to a public road, sidewalk or boulevard.

  1. Download and complete the Right of Way Work Permit Form
  2. Submit the completed form and supporting documents by using our Engineering Services Payment portal. Select the appropriate Right of Way Permit service from the drop-down menu.

You must obtain a Regional Work Permit for any work taking place on a Region of Waterloo road. View a map of Regional Roads in Wilmot to determine if a Regional Work Permit is required for your project.

Supplemental Information

Security Deposit

Township staff will review your Right of Way Permit application and decide whether a security deposit is required. A security deposit ensures that the right-of-way is restored to its original condition. Township staff will determine the risks to municipal infrastructure and any potential liabilities to determine whether an insurance requirement is needed.

If a security deposit is required, it must be submitted prior to any work starting. The security deposit will be held for a minimum of 60 calendar days after the work has been completed. The applicant is responsible to request the Township to complete an inspection after work has been completed.

A Right of Way Permit is required for most activities within the municipal right-of-way, including but not limited to:

  • Telecom and gas utility work
  • Service connections or upgrades
  • Road cuts/excavation
  • Driveway excavation
  • Placement of a moving container or disposal bin
  • Short duration storage of construction or landscaping materials beyond the limits of private property
  • Crossing the boulevard to gain site access where there is no depressed curb or paved driveway
  • Where the road will be occupied by workers or equipment to support construction or other activities
  • Where the sidewalk will be obstructed, resulting in a disruption to pedestrian traffic

The municipal road allowance is shared space which is used to deliver services and allow efficient, unencumbered access for residents. Permitting allows the Township to:

  • Confirm the necessity of each disturbance
  • Ensure road occupancy is carried out in a safe manner
  • Coordinate activities to reduce public impact
  • Ensure Township assets are protected from damage

Road Occupancy Permits

You must apply for a Road Occupancy Permit to close or partially occupy any street, sidewalk, boulevard or curb lane. Road Occupancy Permits are often associated with special events like races, festivals and parades.

A Traffic Control Plan will be required with submission. Traffic Control Plans must adhere to Ontario Ministry of Transportation Book 7

Note: Additional permits may be required if your event takes place on Township and Region of Waterloo roads. 

A Road Occupancy Permit is required so the Township can: 

  • Work with applicants to ensure events are successful and contribute positively to the community 
  • Coordinate approval processes and services involved with events
  • Provide feedback on emergency preparedness, and site/route plans in advance to mitigate the event's possible impact

The Township has limited supply of signs and barricades. Event Organizers are required to provide a list of the signs they would like to borrow 14 days prior to the event and the Township will confirm availability. Organizers should be prepared to pick up and drop off these signs during business hours. Your request should be sent to the Public Works Department

Municipal Consent Permits

Utility companies and infrastructure owners must get a Municipal Consent Permit before occupying a specific location above or below ground within the Township's right-of-way. 

Municipal Consent Permits are only issued to utility companies, commissions, agencies and private applicants who have the authority to construct, operate and maintain their infrastructure within the right-of-way as established through legislation, terms of an agreement with the Township or a Municipal Access Agreement.

All utility work within rights-of-way requires a Municipal Consent Permit and a Right of Way Permit, with the exception of emergency works. A Right of Way Permit for utility works will not be granted until a Municipal Consent Permit is granted.

By making an application for a Municipal Consent Permit, the applicant agrees to abide by the terms and conditions of the permit and the Municipal Consent Requirement Manual.
