Application Process

Step 1: Pre-Submission Consultation

Prior to filing a development application, we strongly recommend consulting with Planning staff. Pre-submission consultation provides an opportunity to fully understand submission requirements, fees, and anticipated outcomes by receiving comments from the Township and review agencies prior to filing an application.

A request for pre-submission consultation can be made by contacting Planning staff and completing the pre-submission application form.

Step 2: Review Fees

Fees to file an application will be outlined during pre-submission consultation. You can also view a list of all  current planning fees.

The Township's Infrastructure Services Department may charge review fees for engineering review to be undertaken some applications. The Region of Waterloo and Grand River Conservation Authority may also charge review fees on top of the application fees paid to the Township.

Fees are paid at the time an application is filed. Accepted methods of payment are cash, cheque, or debit. Credit card payment is only accepted for application fees less than $2750. 

Step 3: Complete the Application Forms

A draft plan of proposed condominium application is required to create a condominium.

A consent application is required to sever lands and convey an easement or right-of-way. To find out more please visit the Minor Variances and Consents page

An official plan amendment application is required to amend the Township Official Plan. To find out more about the Official Plan, please visit our Official Plan page.

Site plan control is a form of development control under the Planning Act that deals with the review of the detailed design of a property to ensure that Township, Regional and other agency standards and requirements are met.

The process allows Township staff to review and approve development details like building location, loading and parking facilities, landscaping, grading and servicing.

Development subject to site plan control cannot proceed until site plan approval is granted. Upon approval of the plans, the owner and the Township enter into a site plan agreement that contractually binds the owner to develop and maintain a site in accordance with the approved plans and the terms of the agreement.

Step 4: Submit the Application

Use our online Development Application Submission Form to submit the applications you completed in Step 3. 

Please ensure you answer all questions and upload all materials requested. Once received, Development Services staff will review to consider whether the submission is complete and can be accepted.
